As per the note the solution given is

Re-create the Broadcaster setting with an user that exists in the system.

To avoid this issue to happen, it is recommended to create Broadcaster settings with a generic user that will never be deleted from the system.

I would like to know what is "create Broadcaster settings with a generic user"
